- Cook the onion for 4–5 minutes until softened.
- Add the garlic and cook for 30 seconds.
- Stir in the tomato sauce, beef broth, tomato paste, Worcestershire sauce, paprika, salt, pepper, and sugar if using.
- Simmer for 10 minutes.
Step 5: Assemble
- Spread a thin layer of tomato sauce in the bottom of a large baking dish or Dutch oven.
- Arrange the cabbage rolls seam-side down in a single layer.
- Pour the remaining sauce evenly over the rolls.
